The Data Governance Committee developed a 3-year data strategy in 2024 to coordinate data work in the City and improve how the City works with the community. Overall goal is to empower all our Departments, Community Partners, and Residents with the data resources they need to thrive and harness that data to create a more resilient and vibrant Pittsburgh. The data strategy includes the following dimensions and objectives:
Governance
Maintain our commitment to the City's Data Governance Charter and ensure compliance with our Open Data Ordinance. Establish policies to govern and use data as a strategic asset and ensure the City mitigates risk and protects sensitive data. Incorporate feedback from Community Data Justice Collaborative (CDJC) into our policies. Ensure support for cybersecurity data protection and continuity of operations (COOP) planning.
Quality
Complete and routinely update data inventories while assessing community needs with the CDJC. Establish and grow data stewardship citywide and support data quality improvement. Envision the benefits of harnessing more data than we have on hand.
Capacity
Grow a culture of insight-driven decision-making in the City. Spread accountability and investment for data discovery and utilization beyond our Chief Data Officer and I&P. Ensure adequate support for data retrieval, storage, and analysis. Create direct partnerships between community groups and departments.
Empowerment
Ensure data is available to users internal to the City and publicly available. Provide the public with more accessible tools and context required to understand their data, and means to request data. Continue to meet regularly with our open data community and external partners. Release Quarterly Open Data Reports.
Equity
Actively seek out opportunities to represent underserved communities and improve their services. Engage an expanding roster of community partners into creating the CDJC to inform our Data Disaggregation Standards and discover novel data applications.
